It literally says "recognized orgs." SigNu is kicked off, did you not notice that all the other kicked off fraternities aren't listed here? Phi Psi, SAE, Kappa Sig, etc.

I'd say Pi Kapp, DKE, and Chi Psi belong somewhere between 4 and 5.
