Theoretically everyone could rise a little bit with Phi Psi, Sig Nu, and Kappa Sig gone. Not having a house is a recruitment killer, especially when you don't have one for an extended period of time (see: Sig Chi).
Unrecognized fraternities can survive for a year or two, but their status will scare away enough recruits that it significantly affects their quality as a whole as time moves on.
Meanwhile, the the good recruits fraternities like those would usually grab are more likely to go somewhere else. This in turn creates a certain trickle-down effect on the fraternity system, as middle tier fraternities might grab a few extra cool kids and then have the ability to be more choosy with their fringe bids. An average person who might usually be in one of these fraternities might then go to a lower one.

Ultimately, whenever fraternities are kicked off, they create voids in our system that ultimately result in greater parity between fraternities.
When it comes to rising and falling in our system, you really only do it by filling in the social gaps created by these voids. In this sense, there's voids in both the top and middle tier, so those closest to them have an advantage in establishing themselves better.
