sophomore quota

Would someone be willing to explain how the sophomore quota works for formal recruitment? When I was a freshman (last year) I wasn't sure if greek lifer was my thing, so I didn't join. Recently, I've been having a change of heart so I kinda want to know what my chances are for getting a bid if I do decide to go trough with formal recruitment. Thanks!
