What was quota and how many did each house take? Did Gamma Phi have to give out bids to a lot girls they didn't want?

Gamma Phi was quite a bit over quota - something like 68. Most chapters were in the low 60s

Stop trying to stir up drama. Gamma Phi is very welcoming and excited about their new class, no need to try to imply things. I see a ton of public celebration about their new additions which I highly doubt they'd do if they weren't happy - adorable group. Seriously poke around elsewhere and pay attention to your own new class.
