Does anybody really believe that PiPhi is the top chapter? (except PiPhi of course). They DIDN'T EVEN MAKE QUOTA last year. They are a strange chapter probably due to their FREAKY pref round.

And Theta has settled comfortably into a mid tier sorority. Their last three pledge classes have been full of girls that other top chapters would NOT extend bids to. This is probably due to Theta's legacy policy (which helps them always make quota).

Agree with "right"...DZ isn't first tier, but they're not necessarily second tier. They're just a confusing group. Different than everyone else...but different isn't always bad. Maybe it looks more like this:
