Do top tier sororities already basically know what girls they want to rush? It kind of seems that way when looking at greek rank and from the connections I've made with girls in aororities

there are various rumors about this. It does feel that way, but I don't know for sure.

NO this is not true! I'm in a top 6 and this is by no means true at all. We didn't dirty rush at all so everyone has a chance

Sororities as a whole do not really know who they want ahead of time (at least not in an organized manner). But, Individual girls do. I've had a few freshman in my classes who I really want to join my sorority, and during rush I will be pushing for them as best I can.
