All you need to know:
Theta- staying the same, will always rank top of the top tiers. Easy to tell.
Rising- Pi Phi and Alpha Phi. After this years rush will be the top 2 behind Theta and are simply getting better every year.
Falling- DG and AXO. And fast. These 2 used to be the top of the school 5 or 6 years ago and they're only getting progressively worse. DG is still ok but won't be surprised if they fall past the rising sororities after rush.
DZ- staying the same. Will always be the very bottom of the top tier. (Or top of the middle tier, as some people would consider them)

The "rise of Alpha Phi" has been greatly exaggerated here on this board. They are fine, but they are still bottom of the top tier or high middle

This list is everything you need to know. Rush Theta, Pi Phi, Alpha Phi. I feel sorry for any freshman girls that rush AXO and DG and realize it too late.
