All the chapters here are great! Miami offers one of the best Greek life experiences in the country. Every chapter does social events and philanthropy. You will meet fraternity guys and do sisterhood events no matter what chapter you join. You will hear a lot about tiers on this site, but you can be miserable in a "top" chapter and happy in a "lower" chapter. The best advice you will get here is to meet girls in each chapter and have an open mind!
