I have never seen a worse rank
Sig Ep being top? Are you serious? They don’t even live in their house and they probably won’t for a long time. Also their dry housing policy is strictly enforced through their nationals.
SAE? Maybe they were top in the past but not being able to recruit a new pc for two years knocks you down a peg
