All of the top tiers cuts about the same. That is how RFM works. I believe all the top tiers had way fewer parties. Some had a huge chunk of the afternoon off

The chapters are told how many they can cut by historical return rates and the number of pnm that ranked them high

70% seems high....but probably around 60-65....

Remember even if 65% is cut , only about 15% of that number will become pledges
