My dad received this email below from Miami about Greek life and what's going on last semester. Mostly q&a stuff , but I when I read it, I can't see how a number of these things fit reality. Seems like what is being told to alumni is different than what's actually happenig. How would you answer these questions from the email?
Dear Miami Alumni,
We are writing to provide you with an update about Greek Life at Miami and to answer common questions we have been receiving from our alumni on this topic, including how you can help. You may have read that Miami received a high number of hazing allegations against fraternities during the spring recruitment and new member education process, and that to date Miami has responded with several sanctions, including the suspension of two fraternities.
Q: How is the University defining hazing, and why is it getting so much attention?
Q: Hasn’t some form of hazing always existed? What has changed?
Q: Is Miami treating students fairly in our conduct process?
Q: If just a few people are causing the problems, why does an entire organization get punished?
Q: What is the future of Greek Life at Miami?Q: What can alumni do to help ensure the success of Greek Life at Miami?

Any activity that involves group effort, regardless of whether one chooses to participate or not
Q: Hasn’t some form of hazing always existed? What has changed?
Hazing now encompasses all activities fraternities do, especially if somebody decides to drink a beer while doing it
Q: Is Miami treating students fairly in our conduct process?
No. You can look at multiple cases where we simply just want to kick chapters off campus.
Q: If just a few people are causing the problems, why does an entire organization get punished?
Because there's no way we'd be able to kick off individuals for the same things
Q: What is the future of Greek Life at Miami?
Future? What future. We don't care about that.
Q: What can alumni do to help ensure the success of Greek Life at Miami?

Notice how it says "How is the University defining hazing", not "what is hazing" or "how is hazing defined". This means they can pretty much make it up as they go along or the university is in an active state of defining things instead of having something everybody knows.
In the University answer it says "Any incident or activity that may or may not cause mental or physical harm to a student looking to join an organization." That pretty much means anything if it "may or may not cause harm". If it doesn't cause harm it can be hazing. Simply showing up to rush or the first day after accepting your bid could be hazing as it's not causing harm.

I think phi tau was getting along just fine as an underground frat. Their plan is to just stay that way, so yes they are kicked off
