Transferring as a sophomore out of a community college and thinking about rushing. Will I have any chance?

Are you male or female? On the fraternity side, there is not a huge influx of men so a lot of them are more eager than normal to get new guys. You'll fit in somewhere. Sororities are like 3x bigger on this campus and I don't know how their rush works but still this isn't an SEC school so you should be fine.
