Comes down to personal preference and if they like you.
Top frats are Beta, Tau and Deke, pretty clearly the cooler/hotter kids.
Then kids who dont get spots above or just happen to genuinely like Tach, do it. Tach is alone in upper middle tier- as long as there are more than 60 cool kids a class then there will be enough left over mediocrely cool kids to provide Tach with a sound pledge class, some cool guys, a little sweeter, but some think their cooler than they really are.
NEXT is lower middle teir, that would be sigma, (they are definitely on the come up after SPW, threw some cool parties) and DU (also throws huge cool paries, ut when it comes down to the quality of the majority of the dudes,,,,). THEN in lower teir we have Pdelt/BDS (chills with Gphi and Tridelt the way the top three chill with Kappa/Theta).
That's it as far as i know.

I like that this post doesn't rag on entire groups of people. All frats and sororities have a mix of kids, and 'rank' aside, though they hang out with different groups, they've all got people they chill with,

DEFINITIVE RANKINGS
1) DKE, Beta, Tau - All three have their pros and cons but there is no consensus on who is best or worst.
- Beta has mostly rich, social, attractive white kids, but can't use their house freely until Fall 2017
- Tau is similar but slightly less attractive, and really embraces the "bro" mentality. Throws great parties in their house
- DKE is very diverse and hand-picked from all friend groups around campus. They have houses and aren't subject to the school's discipline so they can throw ragers without the school's permission

4) Theta Chi
- Mostly guys who couldn't get into top 3, but also a lot of nicer guys who didn't want to be in the Beta or Tau for whatever reason

5) Sigma, DU, Phi Delt
- Sigma is still underground, threw great SPW parties but a lot of weird guys
- DU has some amazing guys but if you're on football you're essentially guaranteed DU so they have some weirdos
- Phi Delt has a lot of weird guys who couldn't get bids to the other frats

- Nice kids but they don't really party and not very attractive or social
