The top eight are all solid and rotate spots depending on pledge class but usually don't drop to middle. The next five are the mid tiers and all are trying hard to get better and are pretty decent chapters. The four after that are lower tier and are all relatively new to campus and are trying to build a good rep. The bottom three are bottom and will stay there.

Seems like that's the consensus. Should just start putting them lower in all the rankings honestly
