Why is theta bottom tier? Will they ever move up?

Theta is bottom tier because of some past pledge classes, they were bottom a few years ago but not so much anymore. They will move up and in my opinion already have. They had their best pledge class yet this year and I only see them getting better.

they had some sort of dirty rushing scandal a while back and got put on probation and sank to the bottom after that because no one wanted to join them. now they're the sorority that can't afford to cut anyone and doesn't get full pledge classes. they're super sweet girls and i'm sure they love it, but unfortunately no one comes on this campus wanting to be a theta.
