What is the highest number of frats someone should rush?

Doesn't matter as long as they meet enough brothers from all the fraternities (don't say frats) to get a feeling for how it would be to be brothers with them. Try to go to as many rush/pre rush as possible, as many guys, as many fraternities, possible and find your brotherhood...
