Delta Chi has had a rapid decline. Endless probation and bad pledge classes has them even with Pi Kapp now and barely better than Delt.

not sure Phi Sig deserve to be a the top of the middle tier but this is accurate otherwise.

TriDelta and ChiO are middle tier along with AlphaPhi and AlphaChi, in that order. Call it lower top tier or upper mid if it makes you feel better. :)
