This is based on overall reputation and who hangs out with who.
There are more tiers for sororities because all of them have some great girls and some not so great girls but their general rep and number of cool girls with add/subtract points.
Similar situation for the fraternities as far as all of them having good and bad guys. You’ll be hard pressed to find any group of 100 college guys, at any school where 100% are awesome. The frat ranks are more based on who they associate with than the sororitys due to the facts that fraternities throw parties and invite other fraternities they chill with.

i’m a PNM and I heard Alpha delta pi isn’t popular anymore and have a bad reputation on campus now. my friend rushed this year and is so disappointed with her pledge class...
apparently they drop the legacies by the third round. I thought I wanted adpi but should I rethink?

You don’t just get to decide what sorority you go before rushing, they pick you. The sororities have much more of a say than PNMs do. Why don’t you have your sights set on more than just one house
