Tiers have no particular order.
ADPi, ZTA, KKG
XO, DDD
KD, SK, AXO, APHI, DZ
GPHI, THETA

Also: XO and DDD are falling.
SK, AXO, and APHI are rising. They'll stay in their tiers for a while, but their reputations are getting better and their girls are getting better with PC 17.
