what exactly makes a chapter a top, middle, or bottom tier house?

usually top house is a house who has a lot of representation out on campus, pretty girls who are social and pretty outgoing!
Middle tier houses are all of these things just a little less concerned about these things
and bottom tier houses are just a little less
