what's the point of being affiliated?

Can someone explain to me why those 2 frats are not affiliated, does it hurt them? Why doesn't the rest of the frats do it?

Actually a few are unaffiliated, ΘΧ, ΑΓΡ, ΑΧ, ΔΨΔ, ΣΧ and are permitted to have alcohol
