manipulative rushing? (fraternity)

I just wanted to throw this out there and see if anyone else felt the same way. I rushed FIJI this last fall semester and was lucky enough to get a pref. To my surprise, however, when I got to FIJI's pref night there were literally so many prefs...like i'd say 60-70 at least. As soon as I saw this I thought something was off. Of course, only like 15 dudes got bids and the rest of the prefs were screwed. I later talked to some people that said Fiji always gives out a ton of prefs to try and minimize the amount of guys going to other fraternities. Does anyone else know if this is true? please comment if you do. I was just so shocked and taken back when i heard that. It totally screws over a ton of good guys that deserved to be in a fraternity of any kind and is really un-gentlemanly. Please comment if you have heard of this being purposefully done.
