No they do not all participate

Not necessarily. It really is a numbers thing. If they have openings they will do it. If they don't, they don't. Usually AOPI, DG and Sigma Kappa have spring rush for sure. Sometimes one or two others. But ZTA will be doing open rush, so maybe you should check them out.
