Typically how late is too late to join a sorority?

what do you mean? rush hasn't happened yet. you can still register. and we have women of all ages in rush. we are very diverse here at CSULB.

last year/semester would be kind of a waste since you don't get as much out of it

Probably, but no guarantee. More than likely Sigma Kappa, Delta Gamma and Alpha Omicron Pi will have COB, but there is no guarantee. If you want to join a sorority, best to go through recruitment.
