thoughts on deferred recruitment / pros &cons?

Caifornial State University Long Beach has decided to have Deferred recruitment starting Fall 2020. Can an public state university have Panhellenic conference sororities and Interfraternity council fraternities required to have a deferred recruitment from a legal standpoint? My question is how is enforcing this new policy possible If sororities and fraternities are private clubs and organizations which are governed with their own bylaws and constitutions? Shouldn't IFC and Panhellenic be the ones ultimately deciding to impose this rule and not the university itself? Shouldn't students in greek life have had some input in the decision at least?
I understand many members of greek life both alums and actives have different opinions on the idea of deferred recruitment and some alumni may believe it's best for potential new members to wait until spring semester after they become academically situated with their first semester of college. I agree it does have some benefits, however no potential new member is forced to join an FSL or any student organization during their first semester of college.
I'm a firm believer in the principles of the First Amendment and freedom of association. I'm concerned that this new policy may set a precedent restrictions on the freedom of association for Greek organizations. The notion that colleges should be able to restrict the rights to freedom of association for university recognized organizations is absurd. The deferred recruitment policy appear biased whether it's intentional or unintentional to greek life. It seems discriminatory due to the fact other student organizations on campus and greek organizations on campus such as multicultural sororities and fraternities, special interest greek lettered organizations, and National Panhellenic Council (the divine nine) are exempt from this rule. If they are going to to enforce this rule than have it enforced for all Greek life organizations in the spring instead of just a select few. I personally believe that this new policy will be detrimental to the greek community because it delays the benefits of greek association for it members, community initiatives, and philanthropic participation. I recommend the greek life community to write a petition to try to repeal the new policy.
