Which sororities are doing COB and how do I get a COB from them?

Your best chance is if you know members in any houses and tell them you are interested. Otherwise, reach out to the recruitment chairmen of houses and let them know. COB is not really an organized process and it is up to each house to offer bids or not.

Word on the street is that Alpha Xi/A Chi O both have few open spots after seniors graduated so maybe talk to some of their sisters and see if they are COBing. Theta will most likely have open spots if you’re interested. The other ones I think are all at quota.
