theta?

Usually colonies are quite a bit smaller and take a few years to build up numbers. With total being around 245, I'd expect Theta to take somewhere in the 110 range as a guess, based on watching other colonies.
This is also why we're very conservative with expansion. It was 20 years between Phi Mu and Alpha Phi.
