It's all about quota. If campus quota is 100 and chapter abc has 75 active members, they need a pledge class of 25 girls to meet their quota. If they get 20 girls in their pledge class (due to low recruitment numbers or just simply not having a lot of girls come out for recruitment) then they will have to snap bid (I.e. Informally offer a bid to a girl - typically a close friend of a sister or someone who may have dropped out of rush) in order to meet the quota set by the university. Snap bids aren't necessarily a bad thing. It typically just depends on how many openings need to be filled in the sorority based on sisters that graduated, transferred, etc.
