can juniors do formal recruitment? I joined in a sorority last year but dropped and didn't rush this semester.

Honestly, you'll probably get dropped by most just for being a junior. You'd have better luck picking one and doing informal or getting a referral.

You can 100% rush as a junior. Lots of transfers do it! Don’t be discouraged!

Some sororities won’t take juniors - informal is your best bet! But some sororities will take juniors

as a member of a sorority that is not aphi or adpi, not all chapters will take juniors, mine won’t either
