phi delt is desperate for people to think of them in the same tier as KOT, KSig, and SAE.

At best Phi Delt is middle tier.
But yea I agree they are probably on the same level as Fiji, Delt, SigEp, Pi Kapp

Top: KOT, K-Sig, SAE, ATO
Mid-Top: Phi Delt, Fiji, Pi Kapp
Mid-Bottom: Delt, SigEp
Bottom: Beta, TKE, Sigma Chi
ATO is top because no matter how much people hate them, their good at everything. Phi Delt is pretty good but doesn't do Sing so they get bumped down one. Fiji and Pi Kapp are pretty average. Delt isn't involved and sucks at Sing and SigEp doesn't do Sing at all so they're mid-bottom and the rest is bottom because they're new or they just suck.
