If you aren't picking up groceries, don't take up one

There is a Safeway/Pavilions near me in a shopping center. Since the pandemic started, I've been doing mostly the pick up option. As picking up has gotten more popular, many markets opened more spaces to accommodate the increase of customers doing this.
I'm not sure if the landlord doesn't want more spaces dedicated for it. This store has two spaces for it. Half the time I go there, one space is taken up by someone who just parked there.
Today, there was a Chevy Volt that had part of it's wheels encroaching the other pickup spot. I had to hug the curb so I wouldn't touch them. I got on the app and told them I was there. I was wondering when the guy would show up. As soon as the clerk came out with my order, the guy started loading his trunk.
I wanted to ask him if he could read. At the same time, why make something out of a trivial matter. It still bugs me.
