Sigma Chi has the best chance, since they actually are relevant in Texas. No fraternity will want to (re)colonize at Baylor if they don't have other chapters in the area to help the new chapter.
Best Chances:
EX
EN LXA Pike
KA (more relevant the others above, but Baylor doesn't want to go there)

My older cousin was a KA here at Baylor back in 2000... They got kicked off in 2002.
He said Baylor would let them come back but that KA nationals was so upset with all the hoops they had to jump through with Baylor administration that they never want to start another chapter here again.
KA was kicked off for alcohol violations ( not anything racial)... Nationals actually thought the violations were pretty mild... Yet Baylor wanted the whole chapter shut down for at least 5 years. KA said fine, pulled the local chapters charter, and then vowed to never come back.

I'm not sure if any chapters are recolonizing at Baylor, but I think it would help if greek life was expanded. This doesn't just include chapters because that won't help much. Baylor needs to be less strict when it comes to their greek life. I know chapter houses is far fetched, but if they want to be competitive with other campuses they have to start somewhere.

Haha I don't think you're in the minority in saying this, but to be honest I don't think Baylor is interested in being competitive with Greek life right now. Phi Chi and KOT are content on keeping things the way they are.
The Board of regents are the ones ultimately responsible for big chances like housing that will have a big impact on school greek life. There are some Greeks on this (Beta, Phi Delt, and SAEs) the others are KOTs and independents that are adamant on keeping things the way they are.

I agree we have to build up current chapters before considering adding new charters to campus. Right now we rank pretty far down there when it comes to greek life and that's because there are so many restrictions put on fraternities and sororities. If PHC, IFC, SA, and greek life could work together with the board of regents to help make having a fraternity or sorority on campus less of a pain then it would dramatically grow greek life as a whole.

I would rather see them bring back EX, and/or Pike. KA would be nice, but it would be a stretch.
