Ummm w the girls they accepted, they seemed to either dirty rush a bunch of weird looking girls (including a blacklisted one) or just took the leftovers

Not that I know of. I took Pi Phi to pref but chose a diff sorority that fit me better. The Pi Phi girls were super nice but I never felt I was promised a bid.
