pi phi/kappa: historically they've always been top though ppl will always debate. regardless, freshmen still automatically think these are the houses they want to go before they know anything else
chi o/tri delt or zeta: if you like party more than church, you think zeta should be here. if you like church more than party, you think chi o/tri delt should be here. whichever camp you're in determines who gets this tier and who gets the next one in your brain.
theta/axo: people went here if they didn't get into their first pick
a phi: new and not yet fully established

I know lots of girls had axo as their top choice (or at the very least one of their top choices). On the other hand, I know girls that were dropped by their tops, left with zeta, and ended up dropping recruitment completely. Even my zeta friends admit that axo has taken over their old status.
