Will tiers ever change?

Will some chapters always be excused for their behavior because of their reputation? If that’s the case, do the tiers ever really change?

It’s so disappointing to see people still praise sororities like kappa and chi o after all they’ve done. I personally know so many girls who were led on and left heartbroken by kappa all so that they’d be able to claim that they get to cut more girls. It’s disgusting and I truly don’t understand how people stand by it.
