What is in a rush packet? What are sororities looking for in a resume?

Rush packets aren't for the actual sororities, they're for the alum who is writing a rec for you. They should typically have two photos (a head shot and a body shot), your resume, high school transcript (so they can see your grades), and a stamped envelope for your recommender to send your rec to their sorority.

They look for high school involvement and extra curricular. Honors and awards. Basically like a job resume

Sell yourself as being premier. Act as if they need you in order to rise
