pre-determined pledge classes?

I’ve heard that Sig Chi and SAE decide who they want during first semester way before rush begins. Can anyone confirm/how much of their pledge classes are actually pre-determined?

Sig Chi, SAE, AEPi, and SAM all have their pledge classes already.
