sorority exclusiveness

I know pretty much every girl can get a bid somewhere, but how hard is it to get into a good sorority (not necessarily only Key Three, but a fun one that has a solid social standing)?
Let's say there's a girl who's pretty and goes out a lot but doesn't have a ton of connections to upperclassman girls and isn't on the key three "watch" lists - are the key three out of the question?
Also, how much does legacy count during recruitment?
