Theta Chi: Charter?

Does Theta Chi actually have a charter or not, I heard they got colony but then didn't want to talk about it, makes it sounds like they didn't quite get a colony

On the official site theta chi shows the Duke chapter as inactive. So looks like no colony...

They admitted in ifc meeting to having no charter, but they are getting one, maybe?
