Frosh, here is the 80k education you thought Duke would give you. SigEp's nationals wouldn't let them disaffiliate which is why they got stuck at Duke in the first place. After pulling in a terrible PC, having no section, and realizing that Duke provides absolutely no benefits for being affiliated, they opted to attempt to disaffiliate.
Since SigEp still wouldn't let them do so (their nationals is just as lame), they are now stuck trying to get Theta Chi to accept them and switch over as a chapter. This is why they are still Duke-affiliated and you can still find them on the Duke website. This is also why they are in a shambles and can't do things properly (well as properly as a frat can do things in the first place).
Ultimately there's a lot of uncertainty with them with what the ultimate outcome will be of their disaffiliation and how it will play out with remaining nationally chartered and whether some of their brothers will officially still be SigEp (the current juniors who would be your seniors when you're done pledge) while the newer members are Theta Chi. Afaik, they also don't have a house, so not sure what's playing out on that front. I'm not in SigEp clearly.
Do what you want although I would keep in mind that risky organizational status has a bad track record at Duke. In the past couple years we've lost DSig, KSig, SAE, all of which had significant organizational issues. I would rush the disaffiliated frats in the same tier as SigEp (PiKapp, SigChi, AEPi) and see if you fit in there. If you really like SigEp over the others then go for it, otherwise go with the orgs that have their crap together.
