I've seen it happen before, in a frat where they had an empty room, with no one to fill it up.

I dont believe the housing office has a regulation against it.

Yes they can if there is space and you get approval from the house

For stats their is something called friend of house where if you get approved you can live in their house.... For frats not sure how that works
