pikapp vs. the "top tier"

What separates a place like KA or Snu from a place like Pikapp? The guys look about the same, so is it money, connections, or simply that Greekrank says so? The consistency of the rankings on this site from year to year makes no sense considering that the entire fraternity changes every four years.

The difference is that Pikapp doesn't really go out and their parties aren't very fun. They don't have a staple party (candy land, lei, seafood) and aren't close with as many "attractive" girls. They're nice guys though
