How much does it matter what tier frat you're in. do bottom tier frats party as much as the top tier ones?

It matters A TON. The bottom tier frats still party but you won't have the same clout on campus you would have if you were in a top tier fraternity. The plus side to being in a bottom tier frat is your social calendar wont be too full to distract from your studies, so you can hopefully keep up a stellar GPA.

^^asiago is right, also if you care about hooking up with hot girls you have to be in the top tier frats.
