Incline/Decline is mostly based on how the sophomore class/the direction of the fraternity compares to the senior class/the prior reputation of the fraternity.

2a. ADPhi - Slight Decline
2b. SNu - Stagnant/Slight Decline
2c. KA - Slight Decline

3. Pike - Major Incline

4. Pikapp - Minor Incline
5a. Wayne - Minor Incline
5b. ATO - Minor Incline
6. SigEp - Stagnant/Minor Decline

7a. DTD - Incline
7b. AEPi - Stagnant/Minor Incline

8a. SAE - Stagnant
8b. SigChi - Stagnant

Didn't DTD only get 16 freshmen last year? How is that an "incline" ?

It was less, I think they had a 1 or 2 drops. Even SAE got 5 more than that.
