what makes a house "top tier" to you?

Just what the subject says. What, in your opinion, makes a house "top tier"? Is it the intelligence or GPA of the women? Their beauty? Their connections with other frats? How they conduct themselves in public? Etc etc?
Got into a discussion with my friend about this, and we had vastly different views as to what makes a sorority "top tier," so I am interested in seeing what y'all think! :)

With sororities, yes. Reputation counts for a lot because of formal recruitment. Every PNM sees every house, and they listen to the campus rumors about who's top tier and who's not. It's hard for anyone to move up and it's hard for anyone to fall down. The good looking girls are going to be drawn to the sororities with the reputation of being pretty and having relations with the top fraternities.
As a guy looking at sororities from the outside, none of us care about their GPA or their service or philanthropy. Our chapter advisor says if you want to know which fraternity got the best pledge class wait a week and then ask the top sororities. If you want to know which sorority got the best pledge class wait a week and ask guys in the top fraternities. That is where tiers are established.
