upperclassmen quota doesn't quite work that way. they don't want to penalize groups for accepting upperclassmen so they are permitted to go above quota when upperclassmen are involved. no one is going to force any house into taking a sophomore or older girl (but its still very likely that if the sisters actually like you, you won't be penalized)
