Suzie-Q...Why do you hate us so much?
We recognize the existence of tiers as a social norm. There is no controlling authority. Just like you know a painting is good when you see it, the same way you know a fraternity or sorority is good or weak or low down the scale. Tiers and ranking are subjective, but there is almost complete agreement.
