This happened because girls were advised not to SIP (put down less houses then they had) no matter what. They were told that they had a chance at a quota addition to the house they wanted but only if they put all their houses down which is why they did even if they didn't intend on taking a bid from every house they put down.

This is more successful. That would make it hard for new sororities to come onto campus and for the less desirable ones to remain competitive. I like the nature of fraternity rush better, but this makes more sense.
