I think AXO is upper middle tier but if you break it down to three tiers they probably are upper.
Maybe more like
(in alphabetical order by tiers)
TOP-DG, KD, ZTA
UPPER MID--AXO, Theta, TriDelt
MID--ADPi, ChiO, PiPHi
LOWER MID--Alpha Phi, DZ, PhiMu

lol if theta is better than axo, its incremental. They recruit similar girls and have similar overall personalities. All 3 of them do (tridelt too).
