I'm going to be going through sorority recruitment in the fall and I see stuff about "tiers". What exactly determines which sororities are considered top, middle, or bottom tier and who determines the tiers?

Usually if you're top you're pretty hot, but there's also some beautiful girls in every tier, just top seems to have much more
